What I'd say is, they (the agency) are definitely a FOE acting like a FRIEND as the government as a whole is pretending to be a FOE anyway.
I suppose it's over the money we have been shoveling at them since 2001. But make your own assessment on them, who cares really, just keep your nukes in check.
